If you were the police, how would you handle this situation? He is naked, clearly not armed. How much damage could he do? Do you need to arrest him immediately? Could you wait for more officers? Could you or other officers wait to let him come down from his high?

I am hoping to encourage conversation. I fear the police. I see a lot of violence in my City. I don’t have answers. I am happy to listen. I see the police as people just as scared as everyone else.

I am trying to understand my society and my place in it. I somehow think democracy, though messy, is good. I believe that any idea should gain support through discourse and argument before being accepted. I am not king, nor is anyone else. Part of being a democrat is listening to argument and encouraging it.
Arrest him immediately. Except for nudist colonies and nude beaches being naked in public in the United States is illegal in every state. He should be tased before he is placed in custody. Net guns would be nice but that’s more of an animal control device not law enforcement gear.
