As a follow up: The “unelected bureaucrats, working in obscurity” (@doctorow’s wording, not mine) published the guidelines based on the EU regulation - and it looks mostly positive, much less provider-friendly than many feared.
The Verge covered it imo fine - Europe’s net neutrality guidelines seen as a victory for the open web.
