In montesquieu’s estimation, we were intended to be an aristocratic republic-- the people decide on the best candidates. A democracy is akin to jury service-- there’s a lottery that determines who gets political power.
Absolutely the case. Though plenty of working class people who are far more precarious, find a way to be involved, often because they have to (especially if they are a racial minority). People with some means tend to be a bit more checked out in my experience and they have more room to be involved.
From what I’ve read on my studies of Yugoslavia, I agree. But they had won the presidency with Milosevic (though I think he moved right during his time in the post-tito tri-presidency) and he worked hard to secure power in Belgrade for the Serbian nationalist movement. And they had something of a parnter in that with the Croatian nationalists.
There was a reason why Bosnia, and especially Sarajevo got the worst of it - that’s because it had a high rate of intermarriage, etc. It’s enraging to think about what was done by the nationalist assholes.
