Perhaps a subset of the world’s sharks were carried to a new locale in the course of an unusual weather event. A “Sharkphoon” or “Shark-rricane,” if you will.

That’s frankly adorable; a teeny shark with seal-adjacent locomotion. And, since it’s well known that seals are aqueous dogs, by the transitive property these little guys are clearly pisciform-puppies.
