but China’s policies are rational albeit not likeable. they have long-term strategies and those are mostly working (like all the “foreign aid” in Africa to create a sphere of influence or the border disputes in the Chinese sea with a rather clever amount of political and military aggression)

I suppose you’re right, “irrational” is not the correct word to use with China. Policies built on erroneous assumptions, more like. They’re not going to get the results they want from their current actions, because to a large extent they’re parroting what they think they’re supposed to do instead of truly grokking how the industrialized world functions. I would say NK’s policies are based on irrationality, though, and the end result can look the same.
