It is so bizarre that the people who still insist that vaccines need more testing to be proven safe are largely the same people who pushed unproven treatments like hydroxychloroquine and ivermectin and bleach and shoving lightbulbs up people’s butts.

I don’t think he literally proposed that specific technique but it was a joke going around after he suggested treating Covid by putting UV light “inside the body.” Basically putting sunlight where the sun don’t shine.
