I stand corrected: even Termium lists Javel or javel water (and even “water of Javelle” and “Javelle’s water” neither of which I’ve ever heard) as acceptable in English. I still suspect it’s a relatively uncommon regionalism, and I am willing to bet that if you look at any bottle labeled for sale in Canada it will say “bleach/eau de javel”…
That’s interesting about the vagabond thing. It might be another explanation for the word ‘charver’.
