Plenty of good info there, and the github issue tracker is full of useful discussion as well.
Caveat emptor, however. PIA and ExpressVPN are both listed in the paid VPN providers section, and those services are currently owned by former malware company Crossrider/Kape Technologies. Probably safe to use explicitly for p2p or piracy purposes, but it’s quite likely both services are “sharing user data with trusted partners” these days.
