What the hell?

Are world-wide stocks of low-sulfur fuel empty or something? Or is this a chance for well-connected companies to dump ship-loads of high-sulfur fuel on Puerto Rico at low-sulfur prices?

What is the purpose of this waver, when the real bottleneck is the number of tankers that can unload in the harbors?
