I don’t really follow the comics but apparently the “…and no one ever attempted to make a female Ninja Turtle again…” part is now out of date. But she’s apparently a former human member of the Foot Clan who was transformed into a turtle, or something?
Looks like they didn’t give her weird turtle-boobs like they did with Venus De Milo, so that’s promising.
Remember when she appeared in the crossover episode with the Power Rangers?
Though the next time the franchises crossed over Venus didn’t appear. Instead April O’Neil morphed into the Pink Turtle Ranger.
If they’d just stuck with the original naming convention it would have been a great opportunity to introduce kids (myself included) to the fact that there were great women Renaissance artists as well as men. They could have gone with Lavina Fontana, for example.
At the time, it seemed like an 'armless idea.
