Kaliningrad is basicaly WW2 booty-- it was the German city of Konigsberg until the Red Army came and basically annexed it.

This kind of trips my hyperbole meter a bit.
Russia has upgraded a military base in Russia. Building and upgrading bases in your own territory is what every country does, and it doesn’t come laden with a whole raft of political symbolism.
If this move is to be interpreted as “giddily weaponising the Baltic region”, then how should we interpret this situation in the rest of Europe:

Same as Cuban missile crisis where USA had put nuclear missiles in Turkey but was willing to go to war to prevent the Soviet Union from responding by putting missiles on Cuba.
