If this could be settled by a fight between Russian groups like this and Ukrainian groups like the Azov Battalion we’d all win, because there would be a lot more dead fascists in the region.
There are, but the problem with Russia and, to a lesser extent, Ukraine is that they arm fascist militias and incorporate them into their strategic doctrines. Ukraine has thus far managed to keep their political wing (“Right Sector”) siloed off from any real power, but it’s a dangerous game. Putin is a right-wing sado-populist so the fascist militias are a natural political and military fit for his regime.

Yes and no… the bigger organizations with a smidge of competence have the resources to mask their activities behind signals and movements that will appear random. Other tactics, like inflatable Italian tank decoys, and microwave ovens with the doors removed, can throw more chaos into the mix (>95% of Serbian heavy armour rolled out of Kosovo unscathed).
Smaller organizations risk appearing as spurious signals or have organizational lapses. If you have a list of folks you already suspect as trouble makers, it’s easier to connect the meta-data dots. Individual nutballs are also very much more likely to be called in by neighbours (though that depends on the neighbourhood threshold for “nutball”).
Being paid in rubles, you say?

That could partially explain why there have been no new “comrades” for the BB community to velcome over the past few days. I’d done a little to prepare for an influx of new members from the IRA in St Petersburg but am more than happy not to see them at all.
