Even if he had his ex probably could have identified him as the only person who had those photos.
She told the police that she had only sent them to her then-(live-in)boyfriend, and had asked him to not share them with anyone.
Sure, but that leaves a ton of possibilities as to how photos could have escaped without the ex being involved (plus if the ex hated him enough to post the pictures herself).

Once you establish “the photo was sent from his house (and the time(s) it was sent)” that cuts out or at least diminishes the chances it was someone else. Like it could still be say the ex, chances are the house’s WiFi password hasn’t changed, and it could be done from the drive way. Or during a “hey, I think I left my (clothing item/fave knick-knack/a CD) at your house before we broke up, could I take a quick look, or could you?”…the actual times of day might rule that out.
It is absolutely less likely that someone got the picture when they were given temporary access to (say) the Mayor’s cell phone (“look at my cute dog pic!”), and then later got in range of the Mayor’s home WiFi and made a reddit account and posted it.
It reduces the number of people that would have a practical ability to do this significantly. I mean it still could happen, like say whomever got that picture however happened to be doing roof work on the Mayor’s house and I dunno, is also an amateur hacker and broke a weak WiFi password? Or overheard someone saying it?
“could happen” though isn’t enough to make reasonable doubt, there needs to be some sort of vague chance. Like if the roofer was also the ex’s new boyfriend? That might be enough, at least if you could show some animosity. Especially if the times line up with when the roofer is known to have been there.
…but in all likely hood there ain’t a roofer, it wasn’t someone else, it was the Mayor. Just having the stuff come from the Mayor’s house is a big enough red flag that he would need a real active defense, not just pointing out there could be dozens of ways that thousands of other people could have had the picture.
