The layout makes me think this is from “101 Unuseless Japanese Inventions: The Art of Chindogu”. It’s a book full of whimsical objects like this.

Reminds me of stories about prohibition-era moonshiners allegedly trying to disguise their tracks with shoes made to leave cattle hoofprints.
The moonshiners may have been inspired by a 1904 Sherlock Holmes story about criminals that disguised their horses’ footprints.
