Hmm. Just had a thought. Water. Water is the easiest way to transfer a lot of mass. A couple of small above ground pools filled from fire hydrants would stop or at least drastically slow most things. Probably be able to find a cheap design, just go for the most possible volume. Or design something specific for the task.

Water provides a lot of mass, but is even harder to carry on a March and reassemble in a timely manner. Even assuming a fixed location (the far easier problem), a water pool would be less effective than a big rock.

Fire hydrants may be accessible. Flooded streets will slow-down motor traffic.

Do not open fire hydrants to deter cars. It’s illegal, for good reason. What if there’s a fire? No one has any beef with firefighters, so don’t make their job any harder than it has to be.

Again, it isn’t suitable for a march. Any street flooded deep enough to be a meaningful impediment to a car would also be an impediment to the March, with the added trouble of dropping system pressure and adding a highly visible cause for arrest. I guess it could help extinguish the fires from the earlier molotov suggestion someone made. Think through the mechanics of your suggestion. Each block, at every protest march, stop and open a hydrant. Repeat this process for a few miles.
