French Swiss villages still have an every 3 years celebration of a “village self-defence militia”. The mindset of “we are in this together and responsible for each other” comes in handy even when not occupied, like when it it’s time to pay your mandatory health instance bill.

This is to be expected in the current climate of tension.But if a war comes its pretty much a given it will go nuclear sooner or later so no point in preparing for that.Might as well just sit back relax and wait for the russians to start dropping nukes.

The Russians are not the major threat to world peace at the moment.

Yes, the theory is to render the country ungovernable by any occupying force. Civil society (at least in the old phonebook version) was not just limited to passive resistance. Armed resistance and sabotage were also encouraged. Armed resistance, as in, if you have the opportunity to take out an enemy occupier, do it. If you have an opportunity to sabotage enemy material, do it. I am disappointed this is not included in the current version.
