The bars on the windows give it a slightly less welcoming appearance, but I’m sure they have reasons.

Someone noted here the other day that security and containment will be as if not more important than medical care at this facility. As I tend to agree, my guess is that they are bars. The Chinese government has a lot of experience doing rapid builds of prisons for the Uighar population, after all.

The other possibility that the bars on the windows are there because as a stacked pre-fab structure, the bars help to prevent the windows from being damaged during storage/shipment/and assembly.

Look at how someone ships you your next fragile item and look at how it is packaged.

Security may be an issue, but broken windows during shipping would likely be a larger one

I’m going to disagree (https://boingboing.net/2020/02/03/incredible-time-lapse-video-of.html) there’s a few seconds in the middle where you can see workers building the outside wall in pieces. The windows would be shipped and installed separate. If breakage was a problem they would crate them differently. The bars are a design choice, not a reluctant design compromise.
