It seems that at least in some of these cases, he can’t. At least, not without violating trade agreements/WTO rules. He’s been getting away with a number of actions by declaring “national security issues” or, for non-tariff issues as well, “emergencies.” Of course, he never actually specifies what the actual emergencies/national security issues are, but there don’t seem to be any repercussions for so blatantly violating rules, so…
