And the parent admitted that they didn’t say anything at the time because it would upset the competition (with the implication that they feared their child might be penalized).
That is exactly why we have the mess we do now. The personal cost to stand up for what is right means weighing your children’s hopes (and sometimes safety) against powerful forces eager to rip you and your loved ones to metaphorical shreds.
