Make the future bleak enough with all the fascism and forced birth and you will have everyone think twice about doing anything. As the birth rate going, eugenics will make a comeback under various forms (forced insemination, racial cleansing, etc), sponsored by the fundy and carry out by the fascists. They need a new generation of slaves to indoctrinate to keep their pyramid scheme going.
