It depends on the flag.
But, yes, national flags also count as red flags. Actual red flags, not so much, unless you are at a Tankie conference.

It should be illegal for anybody to wear it or fly it except for federal employees as part of their jobs

That’s how it is in Kazakhstan. The flag, seal, and other government symbols are property of the government and cannot be used or sold without a license.
Unsurprisingly, at least when I lived there, you couldn’t find Kazakhstan flag underwear, or tshirts, hats, or pretty much anything else that wasn’t a flag or sticker.
