There are three classes:
“Model rocketry” – Estes kits Motors up to ‘g’, IIRC.
“High power rocketry” Home built airframes, prebuilt engines H to O.
“Amateur rocketry” The sky’s the limit and sometimes not even that–if you do it right.
The terrorists and fascists really have won then.
Because one person decides not to keep a couple of books which tell you how to make various explosives and for which he has no use? I don’t think so.
I am not actually in favour of giving monkeys the keys to the banana plantation, or even leaving them lying around.
Not because “one person decides not to keep a couple of books” but because of the reasoning which lead him to discard them.
