It seems like the proper response is to make pharmaceuticals more affordable and workplaces less stressful through increased mandatory vacations and non-hostile work environments.
In the end, the “bad guy” isn’t the individual, but the system.

Indeed, the thing I liked about this most was that the framing device of the government meeting primes the viewer to mistrust authority, but the anti-drug message is an appeal to authority. The heavy-handed text is a symptom of that, I think.
