In this case, it might just be a way to make the lawn more horizontal, with a small retaining wall. Where I live we have a similar wall, except it’s a couple of meters from the front of our house to the pavement.

Yeah, that was my first thought when I saw it. Pain in the butt to mow, though.
In his later books, Pratchett really got into the whole “infrastructure is cool” schtick.

The Tim Traveller has a nice travel channel. Mostly train-related, but this one covered Ha-Ha road in London.
