It is advisory. This is at the extreme edge of politics - but the government does not have to implement it. That would create a constitutional crisis, and potentially de-stabilise the entire UK.

Bit late for that.
Iâm stunned, still. This morning theyâre all back-pedaling - European Economic Area likely outcome.
But itâs the racism thatâs the highest level of concern now.
Thatâs an insult to the Ferengi. At least theyâre openly venal, rather than trying to cover it with a fig leaf.
Thatâs the exact phrase I scream inside my head every time I hear Farage open his mouth
At the risk of starting a sub-thread where I argue with myself, Iâve just read this interesting piece which argues the opposite.

Iâm sorry, was this BoingBoing story part of the Remain campaign? Iâd missed that. If so, itâs pretty poorly timed.
Itâs not only the âbattlebusâ either. At least one of Leaveâs posters even more explicitly said âLetâs give our NHS the ÂŁ350 million the EU takes every weekâ.
Meanwhile, Nigelâs helping with the negotiations.
