Their behavior won’t change as long as taxpayers foot the bill and they have qualified immunity. Reduce qualified immunity and take settlements out of their pension and you’ll see it get reformed right quick.

Bad cadet selection, bad training, rotten command, little discipline, and no effective review.

It starts with training and retraining. There needs to be a seperate DA that investigates and tries crimes in the police. Community review is a good start but there needs to be more. And no more military weapons. Police need to be reminded they are civilians not military.

The good news is that by putting a price tag on misconduct you provide an actual incentive to get the police under control. Someone’s yearly bonus rides on not having their department sued for millions of dollars this year. That’s the kind of incentive that actually works over the long term.

Agreed. Another thing that would help is understanding how this amount compares to other police forces of similar size. Or alternatively normalize it by dividing by the number of officers on the force (about 36000 officers) and officers per capita. It also not clear how much of that is insured and how much is taxpayer dollars. Chicago paid out $133k in 2018. They have about 12,000 officers. About $11,000/officer. New York is $9305 per officer.

Perhaps a less appealing way to look at this is that poor people and minorities have less ability to sue. More lawsuit volume is possibly a sign of policing being applied to people who can defend themselves. The easiest way to reduce lawsuit cost is to direct your efforts at citizens that have few resources. New York’s stop and frisk is a prime example of targeting people unlikely to make waves instead of people that had weapons.

Given the so-fucking-obvious existence of The Blue Wall, I’d say the only way to have a reasonable crack at modifying cops’ behavior, is to penalize the entire affected precinct, with ALL pensions based on precinct performance; that way ALL the cops will put pressure on each other to walk the correct line. I’m just dreaming, of course.
