Well, that’s not entirely true. There was some talk about it when they passed the bill and when Jon Stewart testified in congress about it ahead of the vote. But other than that, you’re right. It was years longer than it should have been to address this issue.
But this is just like we’re talking a good game about supporting health care workers who are on the front line of fighting this pandemic who are now on the brink because of it. People believe that saying thank you is more than enough. It’s not.

I’m torn.
On the one hand, they are stupid enough to just wire $165K for a fake lawyer invoice without double-checking.
On the other, they’re also greedy enough to try to scam their backers by scamming the money and claiming that the invoice ate the money.
Invisible hand, it might be nothing more than a PR scam and never happened.
