I’m surprised no one’s been along to say how this is actually a fox’s “terminal agony” sound or something. Is that no longer a thing that people do on cute animal videos?

Ok, if someone simply must: that is indeed a fear reaction from that poor fox. He’s absolutely terrified that the human is going to stop petting his hide at some point and the scratching may not actually be infinite after all.
