That’s what I always did to calm/discipline kitties that were being bad (ex: attacking the other cats). They would have to lay there with their bellies exposed for a moment or two while their tail twitched until they calmed down.
One was particularly amusing. She wouldn’t struggle but would turn her head to the side and absolutely refuse to make eye contact until you put her down, as if she was ashamed - unless she thought that what she’d been doing was justified. In that case she would just glare directly and defiantly at you with the evil eye until you put her down and then run off to continue whatever she’d been doing.
Even as a wee tyke glued to the TV when cartoons came on, it was pretty clear to me that Pepe was a jerk, not something to emulate. I always figured that was the whole freaking blatant point that the character was horrible.

Back on topic, in recent Japanese political news, a politician named Ishiba is sort of trying to challenge the current PM for leadership of the ruling party. He posted the following on social media:
Needless to say Japanese people had a great time with that. “How can we trust him to run the country when he cant even hold a cat?” “First time holding cat?” “We will be just as unhappy as the cat” and so on.
