IANAL, but if the ticket checker is pretending to be acting under the authority of a federal agency, then by asking for proof of immigration status he is violating 18 USC 912, and eligible for 3 years free room and board.

Within the parameters of his job duties, the transit employee is allowed to ask to see the former, not the latter.

Everything else is irrelevant; dude tried to exceed his actual authority.
