So just realized this…is the Hugo Gernsback Editor of the Amazing Stories in the art, The same Hugo as the award?

Yes, that is the case. Gernsback was also involved in broadcasting, and was part of some of the earliest TV broadcasts, which were largely artistic experiements with a new medium.

In case anyone is interested, the Edward Elmer Smith cited on the cover is the same E. E. Smith of the Lensman and Skylark of Space series (as well as other lesser-known works.) Dude with a PhD in food chemistry who started writing to keep himself from pitching the whole thing during graduate school.
