This is a pretty dumb thing for him to say, because council could take the province to court to show that the down-sizing plan is politically motivated.
If your strategy for getting elected involves manipulating the voting system so that people who don’t agree with you don’t get an effective vote, it’s possible that you don’t actually like democracy very much.
Come on Canada, don’t try to keep down with the Jones, eh?

It’s very projection. A lot of our “Conservatives” in Ontario tend towards the 6-year-old level of argument techniques, where you point out that they’re a corporate pawn because they wanted to eliminate regulations forcing corporations to pay taxes, or a racist because they said black people were better off being slaves, and they start yelling “NO YOU ARE! YOU ARE YOU ARE YOU ARE!” as loud and frequently as they can. Because that makes it true, right?

Giorgio Mammoliti is a corrupt Ford crony, with questionable expenses, and the worst attendance record on the council.
I’d laugh if he was squeezed out by this, but probably not likely.

My understanding is that the province actually has a lot of leeway in determining how elections are run in its cities. So, it’s likely that what’s being done is perfectly legal, though I’m sure there will be challenges.
And apparently, there already are challenges.
It will be interesting to see how this goes since I live on the west coast where there’s absolutely no corruption and no chance of anything like that happening here.
Only a con-man views politics as “our interests against theirs”, specially when “they” is “the left”, which usually stand for public interests.

There’s been some good discussions on the CBC (Radio One Toronto) about this. I don’t think anyone argues that it’s not within the Province’s purview to change laws and rules about municipal elections and size of councils. It’s just that this is in the middle of a municipal election which is causing chaos; people are campaigning for seats that might not exist after the election. (Nomination and certification periods have already closed.) Some of this might be a Charter problem (IANAL).
The way its written is confusing but I think those are what Robbo Mills wrote and not what Mammolitti said.
