This may be a stupid question, but why would the different letters/words move at different speeds? Are they positioned more or less frequently than others?

I am confused.
Is this a paper disc with words printed on them that exhibit zoetropic effects as it relates to the video shutter, or is this a two-color (black and white) vinyl record that is also playable?
