I think it’s a merger of the “independent agency” debate with a more conspiratorial ideas about the deep state in Turkey. There’s a certain tension between “professionalism” in government, and the idea that the popular will can and should overrule expert opinion. This seems tailored made to attack environmental regulation, but certain ideas about torture and mass surveillance also seem to be in perennial opposition to popular will.
I can’t see why the president would be above the law, despite what Barr opines.

But he promised!!! What kind of a politician bases his re-election campaign on “Promises made, Promises kept” then breaks one of the very first promises he made while campaigning for his very first election? Only my President can live in such an alternate reality. I wonder if it has anything to do with him maybe being a billionaire?
