An executive order can only pertain to the activities of the federal government. He can, for example, say that no one in the government is allowed to communicate via Twitter or advertise on it. He could also say that no government related cellphones or computers can have Twitter clients installed on them. No executive order pertains to the activity of private citizens. If he wants to achieve more than that, Congress will have to get involved.
It’ll be something deliberately vaporous; as usual, the point here is the announcement itself, which his morons will hear and think the bad people are in trouble with daddy. He won’t want them dwelling too much on the actual content, since it will necessarily demonstrate how the president is not the boss of anyone unless they’re a federal employee, and he can’t order social media companies to do shit.
His dumdums presumably aren’t too clear on that point, since they themselves are bleach-drinkingly desperate to receive his dipshit orders.
