It’s both.
Trump doesn’t know what he’s doing and he doesn’t care. He does know what he wants. He does what he wants and then tries intimidation or payoffs if there are negative repercussions later. He was very straightforward way back when he said, about women, he doesn’t wait to ask, he just grabs their crotch. As we have seen, he will gladly do the same to fellow Republicans, or an entire country or planet.

Trump is doing the groundwork for a more competent, less lazy version to actually complete what he started.
The Republican party have made it quite clear that they want power, and don’t care what damage they do to get it, so they may well decide elections are an unnecessary distraction and do away with them.

Violence has always been part of the right wing extremists shtick. They commit murder when they feel emboldened. They commit murder when they feel threatened. They committed over 104 ISIS style car ramming attacks since George Floyd’s death.
It’s not that they will start something. They already started something and kept doing it.
