Yes indeed, plus the utterly understandable rage of the survivors will have their rage directed back at the perpetrators rather than those who would’ve truncated the circular process. The political gain is obvious, if they can keep most of the torture details designated as state secrets

So because the relatives of the 9/11 victims want to hold out for the death penalty, the whole ponderous process of the law will drag on for years, giving the ringleaders more publicity and possibly martyr status.
This is why we don’t (usually) let the victims of crime decide the sentence.
Oh. Will they also revoke the torture? And why could Austin only intervene afterward? Wasn’t he aware a plea deal was in progress, or what?
