The Chancellor’s graduation speech at my old university has been reused with minor variations for at least 40 years now, which I think is 5 different chancellors. Well - it’s called the Chancellors Speech. Since the university adopted a factory line business model there’s at least 15 graduations ceremonies each half-year. Typically they run 3 a day for a week. There’s no way an ageing chancellor can handle 3 ceremonies a day, even if they wanted to, and at one point there was a Vice Chancellor who refused to stand in for the Chancellor at any ceremonies, so the Chancellor’s speech was most likely read by a Pro-Vice Chancellor or Dean of a Faculty.
