This is going on one of my favourite tangents.
Anyway, everything we get on Vetinari in Guards, Guards we get from ol’ Sam. Not much there but dialogue, and the incarceration scene has some hints that stereotypic supreme evil ruler isn’t really Vetinari’s cuppa.
And the next in this sequence, Men at Arms, already has Vetinari’s “politician” speech. Or rather, not a speech, which is the whole point.
So, I see where you are coming from, but I do not agree on the assessment.
Also, Putin has a much to showy taste, much to large a dog. Although the doggy incident with Ms.Merkel is pure Vetinari, I’ll grant that.
I will add one more difference between Putin and Vetinari, one that makes him more of a Classic Pratchett Villain; resentment. In the novels, it is what drives most of his antagonists, along with greed.
I’d love to see Sam Vimes stick an axe in the table of the UN security council, BTW.
