The only street I ever lived on that had a tendency to get a lot of water was also at almost a 45 degree angle on the street (okay, 35 degree at best), so rather than becoming a lake, it became raging rapids that swept cars, people, and debris down the street into the yard of the house at the bottom of the hill. And sometimes into their living room until they wised up and bought a nice big decorative boulder.
