A few years ago, a lot of manhole explosions occurred in Rio de Janeiro. The problem, IIRC were electric cables laid underground in the sewer galleries, that ignited the methane gas (genius, eh?). At the time, people joked how Rio became an urban minesweeper field.
Not sure what happened in Singapore. Maybe the lightning itself ignited the methane gas. Maybe the lightning heated the manhole cover and it ignited the gas. Maybe the lightning caused an overload in the electric grid that caused a spark inside the gallery that ignited the gas. Or maybe the earth just farted scared of the thunder.
The City of Berkeley, California, would like to remind you that access portals to underground infrastructure are no longer manholes. Instead, they are to be called maintenance holes.

My next door neighbor was working at the hotel whose roof caught that manhole cover during both of these events!
I’ve been in plenty of parking garages that had only one entrance and exit.
