I should have been more explicit.
As I said, it does not absolve him, but it is of interest as there is a high association of long term use of certain Parkinson’s drugs and certain behaviors.
He has always been a fascist murderer. This year, he seems to have made strategic blunders that may cause his downfall. That is what I’m questioning, that his poor strategy may have a biological cause, not that Parkinson’s excuses him of any crimes.

It depends. Standard “Mirror, Mirror” rules apply. If one of his underling senses weakness, they can take him out, and everybody moves up one rank. But if Putin realizes something is amiss, he can go for Agonizer, Agony Booth, or for finality, Tantalus Field.
