I don’t know in particular here, but sometimes flea or other insect infestations are just too hard to remove from thick matted fur and it is less stressful for the animal to just be shaved (like most humans they hate the process, but unlike most humans dogs don’t care a whole lot once it is over).

As @Stripes posted. I think they also look for any hidden infected cuts/abrasions. These poor dogs get pretty good workups!
