I believe they were referring to Jamal Khashoggi, the Washington Post reporter murdered by the Saudis.

Not to mention that the man who claimed to be the chief architect of the 9/11 bombings was also in charge of the 1993 bombing.

I mean, they straight up murdered a dude, and it’s taken them a couple of years to go from being ‘pariahs’ back to business as usual. Laws don’t apply to the very rich, and the same goes for rich countries.
That said, I don’t think they gave him covid, because I can’t see what they’d gain from that. It’s not like he’s not been good for them:
