Almost. A deer park without deer is just a park (etc.).
In our area, there are two animal welfare agencies who respond to rural / farm areas
SPCA if it’s a pet, Dept of Ag if it’s a farm animal
Names are the deciding factor if it’s one of the other.
So anytime there’s an animal complaint, people will claim the opposite of who shows up.
Sept of Ag shows up, “This cow is named Handsome, and he’s a pet.”
SPCA shows up, "This cow is #43, as you can see by his ear tag. He’s not a pet. "
