As they are both American citizens, using more characters to say a scary phrase like “border state” instead of the factual “New Mexico” really does make Fox News’ motive clear.

Of course Fox News could have had a more informative headline (and saved a few letters) if they’d simply used “Woman kidnapped in New Mexico, held captive for nearly 1 year escapes to New Jersey Gas Station…”
But of course informing their audience was never the point.
