What does that mean? Is a minor involved or is this person just “too important” to out?

It’s notoriously easy to bring a libel lawsuit in the UK. Scumbags like the unnamed MP take full advantage of that fact to try and chill press reports about their wrongdoing (see also Holocaust denier David Irving).
