Can’t find an online pic, but I remember a cartoon like this, either B. Kliban or perhaps Gary Larson. The shoeshine boy was black, there was a sign with a ten cent price, and the caption was either “screwed again” or “f**ked again”, implying that “the man” had found another way to screw the brothers.
Was looking right alongside you. It was definitely Kliban, and pretty sure it was “Fucked Again.” Those were some big shoes.
