If, as a result of Private Manning’s actions, information protected by the Privacy Act was leaked, would the owner of that information be in a position to sue the government for not protecting the data sufficiently? If we can’t catch the mob for fixing fights and selling drugs, can we get them tax evasion?

Al Capone had broken so many laws that even though he had Chicago locked up they could still get them on something. The NSA is in a similar position. If only we had Feds that fought crime.
