The Vandals were a Germanic tribe, although I wonder if they wouldn’t have taken some grim amusement in knowing they sacked Rome so thoroughly that over a millennium later their name was still a byword for destruction. Hooligans are possibly named after a person or family, but it doesn’t seem to be so well-established.

“Hooligan” is one anglicisation of the Irish surname Ó hUallacháin, the more common anglicisation being Houlihan. It’s originally a slur against the Irish.
